Given the circumstances as noted, is it reasonable to assume that the 50 min. time of concentration determined for the watershed is the governing factor that determines the maximum flow. Is is not possible that a more intense storm, which creates a greater flow rate can be found within the watershed area? If so, would this then be the govening design criteria?
