"pre-engineered" is mean there are standard, manufactured components that have
been designed for the various design parameters. Each building is indeed
"engineered", but it is the case of running their proprietary programs to select
pre-specified components, putting the package together and shipping it
out.
Every
one should have a seal by an engineer licensed in the state where the building
will be erected. No doubt about it.
